Jim, I am using two XC95108 which are completely oversized for that task simply because I have two of them on my breadboard. Each of them features the programmable predivider (not in use) and the quadrature circuitry made from two d-flipflops. The outputs lead to an external 74AHC1G86. The fluctuations ( I don't like to call them jitter because they are not stochastic) have dropped from +/-450 ps to abt. +/-50 ps.
